Good afternoon everyone,
Please find below the most recent update from the project coordinator who is dealing with the building cladding.
Kind regards,
Lynette
Dear All,
As part of our role as project coordinator, we will send out weekly updates to the applicant to advise where we are in the process and what happens next.
Whilst we wait for the tender specification to be put together, there is very little update to the application process, which is reflected below.
Any actions that need to be completed are highlighted in red.
Application Submission Status
The application to the Building Safety Fund has numerous stages, which are outlined below. Please refer to the below explanations in order to identify where we are in the process and what will happen next.
1. Eligibility
This is the initial stage and involves completing the initial eligibility submission, we are required to answer a 70 point online application. These responses have been collated and confirmed as correct with the board and have been uploaded to the eligibility portal along with supporting documents, including the FRAEW, images of the building and confirmation of the height of the building. Eligibility has been confirmed and we have been granted access to the DLUHC portal allowing us to make an application for funding.
1. Stage 1 - legal due diligence
This involves submitting details of the building, the lease, and the legal set up to establish whether the building is eligible legally to receive funding. Stage 1 approval has been confirmed and this section is complete. We are now waiting for the letter confirming the approval.
1. Pre-tender support
In order to carry out a full contract tender submission (as required by the BSF), we will apply for advance funding, known as pre-tender support or PTS. The applicant is required to submit an estimate of costs for the project and advise the BSF how much money we will need now to progress the project to final approval. There have recently been changes within the BSF as to how PTS is calculated and as such the requirements for this stage may well change in the coming weeks.
The GLA have made payment which has been received into the client account. This section is now complete.
1. Stage 2 application - full works and costs
Now that PTS funding has been received, we can instruct a project manager to proceed with a competitive tender. This will likely take 3 months to complete . The tender process will provide a fully itemised works programme along with project costs. This will be submitted to the GLA and reviewed internally, along with various appointment documents and key project information.
Once the GLA are satisfied with the information they have received, the project will be passed to a cost consultant for final approval. The cost consultant is appointed on behalf of the BSF and is the party with the full and final authority to determine the funding that will be awarded to us.
* Harris Associates have provided the tender review and have made their recommendation. The solicitors and contractor are finalising the PCSA agreement. Edwin Coe now have the signed Grant Funding Agreement to allow them to complete the PCSA agreement.
* The appointment of the fire engineer, Part B is ongoing subject to confirmation of sufficient PI cover.
1. FAB Approval
Once the GLA and cost consultant have interrogated the tender submission and stage 2 application, the project will be passed to DHLUC who will give the final approval at a Financial Approval Board meetings, which are held every fortnight.
1. Signing of Legal Documents
Once final FAB approval has been received, we will be provided with a set of documents which will need to be completed to allow the BSF to release funding to us. We will work closely with solicitors at this stage to ensure that the legal documents are completed correctly.
1. Final accounts
At the end of the project, we will submit final accounts to the BSF and receive a final balancing payment to close out the project.
Next Steps
The following steps are to be completed in the coming week.
1. Appointment of Part B fire engineer
2. Signing of PCSA contract
